In 2019, the European Union set a target for new light vehicle manufacturers to reduce average CO2 emissions by 15% in 2025, compared to the baseline emissions of 2021. Failure to meet this target would result in heavy fines, and the strategy designed to achieve this limit was fundamentally based on the commercialization of electric vehicles.

The recent decline in sales of this type of vehicle had generated significant concern among manufacturers about exceeding the new limits and having to face multi-million euro fines, putting millions of jobs at risk and harming both consumers and competitiveness.

To overcome this challenging situation, the European Commission has recently published the so-called Action Plan, making regulations more flexible, allowing continued progress in decarbonization without altering the final objective.
